No it is not. The Japanese are a very reserved people. This is evident in their politeness and deference. These are sociological adaptations. Japanese cities have many more people than N. American and European cities. The city of Tokyo (and its suburbs) has more people living in it than the entire country of Canada. This sort of "elbow-bumping" has led to a very polite society that doesn't do things that provoke individual expression. I think that half-naked teenage girls would probably provoke a response from the teenage boys if this little fiction were true. Hope this helps.
