My HR department told me to put no more than 9. They said if I put anymore than that, it goes into some report that they send to the government.

That's interesting that they report it. I wonder if it sends up a red flat when you have such high exemptions. I put 14 down on my w4 and don't have problems. I was also under the impression that the whole point of getting your income taxes withheld is that the IRS wants you to pay enough income taxes by the end of the tax year. So if you make sure that is the case (there is a penalty if you don't anyway), then there shouldn't be a problem.
