Because the country has no central government with any power and warlords rule the area, so they rule the seas there too. Clinton had the chance to actually help get control of the region but was afraid to send in more than a few helicopters and the warlords reigned supreme. A few Army divisions could have stopped the warlords completely at the time.

There were 25 pirate attacks off the Somali coast in the past six months as confirmed by the International Maritime Bureau in the United Kingdom. The absence of a functioning government and rule by warlords in the country for the last 14 years has made Somalian waters the most dangerous in the world. So why isn't the Bush administration going in there to force democracy on them, what theres no oil there you say?

Because there is no one in charge of Somalia. There is no organized effort to deal with the piracy.

1. Somalia is a country with no government. 2. Numerous countries around the globe dump toxic/chemical/nuclear waste very close to their shores. 3. Numerous countries around the globe perform commercial fishing operations off their shores. A country with no government and having other countries damage their oceans: not a good thing. Most of these guys (pirates) used to be fishermen. They were forced to go that way. My 2 cents.
