I myself have never actually played Sim City 4, but I have played Sim City 3000. From what I've seen, however, the two programs are similar in many ways. From what I've seen in Sim City 3000, though, in order to get skyscrapers, you need dense commercial zoning and a high land value. Depends what kind of skyscrapers. Residential and Commercial have different requirements. Ive played Sim City 4 for months and it wasn't easy at first to figure out. To get residential skyscrapers all you need is water ie: pipes w water tower or pump as well as 30,000 residential population already. Thats it, you'll get skyscrapers. If you want nice looking sky scrapers you'll need to provide your sims with education, health care, police, traffic solutions, garbage removal... the works. Commercial Skyscrapers are tougher, for them you need 45,000 commercial jobs as well as a strong desirability for commercial offices, no crime a large commercial demand. There are a few big differences between SC3000 and SC4, such as land value. In SC3k land value was everything, in SC4 land value is just fun side value with no real meaning.

Improve desirbility and make sure you provide your city with water and have enough hospitals, education, and a population of more than 26,000. For commercial skyscrapers do the same thing but then get a commercial pop of over 45,000
