Is it one of those big, old fashioned ones? If so, it may be full of air. Find one of those little keys and try bleeding it.

if you have a steam system, then check the shutoff valve (at the bottom of the radiator) and make sure it's open all the way. also check the air valve (the little silver thing on the end) and make sure it isn't clogged or jammed. if you unscrew it from the radiator and shake it, it should rattle. If you have a hot water system, then it could be air in the pipes or it could be a bad circulator. open the bleeder on the end and make sure you don't have any air bubbles coming out (if there are, keep it open until it's just straight water). the circulators are down in the basement and you should hear them humming when the thermostat is turned up.

What's firing the system? Some need pumped around. On our old system, the further or higher away from source the more difficult it was for the heat to get there. We re-fitted with a better pump.

There is probably a blockage in your system.
