1999 GRAND AM GT HORN WILL NOT OPERATE FROM STEERING WHEEL, FUSE GOOD, WORK WHEN DOORS ARE LOCKED WITH REMOTE, DOES ANYONE HAVE A CLUE?

The switch for the horn is located in the steering wheel behind the air bag. The switch might have come unplugged or it may have failed. To check you need to remove the air bag from the wheel. DO NOT do this if you are not confortable and do not unplug the air bag from the harness. USE CAUTION. Disconnect the neg battery terminal and wait 10 minutes Remove 3 screws from the back of the steering wheel to remove the air bag module. Look for a single wire connected to a long white plastic connector. Check that it is connected. It connects by inserting into a hole and turning 1/4 turn clockwise.
