If someone asks to join your friends list but doesn't have a profile or an email address, and you've asked them to contact you but they don't, what do you do?

I check out their questions and answers to see if we are broadly like-minded. If there is no profile information I click on reject.

... I read some of their Q&As ... if they are new here and have absolutely nothing, not even any Q&As, then I just leave it "Pending" and just keep checking back untill I can find out something about them, then, when I finally have something to base a decision on, I will either approve or deny.

I am still fairly new here and I don't get this. How big an error could it be if you allow an AB friend into your list and he/she is a real bad person?
