IP address is an identity, and by forging it you can get the owner of that IP in trouble. Besides its your address and unless you are going to use a proxy on where ever that IP address is you will never get your information to your PC. Cant just wake up and say I will have 78.205.18.232 be my IP today. Networks dont function that way. - Maybe I did not even answer your question. If you have permission to use the PC/Server in another country then connect to it. It is legal to have a different IP. That PC/Servers IP address.
