What works for me is to place them in the title, near the top of the page, in the URL page name, in the meta title, and in the meta description.
The important places in addition to Title and Meta Tags are:
1. Page names
2. Heading text (h1,h2 etc.)
3. Anchor text
4. Image name
5. Alt text
6. bread crumb links (if any)
7. visible content.
All the best!
Anchor text is important, as MagicSquares said, but in the Title tag is also very important.
Alt text on images can be useful too.
However, the most important place would be on other people's sites when they link back to yours.
