Most, if not all, newspapers provide a rate for out of town subscriptions. Frequently these are "Sunday only" subscriptions as the cost can be noticeably higher than if you lived in the delivery area. The newspaper is sent via regular U.S. Mail unless otherwise stated. Contact the newspaper directly if they do not have a web page. If you do not know the name of a particular town or city's local paper you can contact the Chamber of Congress for that information.

Depends. If what you want is the actual edition that is printed on paper, then no. Many papers, especially the smaller ones, don't want to hassle with mailing out the papers. So, if you are not in their delivery area, they won't send it to you. However, many of these same papers now also post their stories to websites. Since there is no additional effort for allowing someone from another part of the world to access their sites, they will sell subscriptions to their websites to just about anyone. (Some papers' websites are even free.) So, you can't get a subscription to just any printed newspaper out there. However, you can get one to their websites (if necessary).
