  • Has who committed a crime? To knowingly tell another person that their house is on fire when the caller knows that is not true is probably not a crime. It is probably more like the kind of thing that would get you a psych evaluation, as one would hope that the resident of the house would be able to determine that their house was not indeed on fire and that the person on the other end of the line is an idiot and/or crazy.
  • This violates the boundaries of free speech and is often cited as doing just that. It is against the law to falsely claim a fire, and I'm thinking the caller to 9-1-1 could be cited for a violation as well.
