Most icing is sugar based and so water should get it off. If you are talking about the stains it can leave behind use some SoftScrub with bleach.

I keep a paint scraper in the kitchen and use it as a kitchen utensil for scraping pots and anything else. It would work on this no problem.

There's a product you can buy at any grocery or dollar store called "Greased Lightning". It works on almost all types of spills and surfaces. It's only about $2 so it's very economical.

Comet should do the job quickly but I would go very lightly with it and only use it on tile. I would never use Comet on wood.

Get a beagle and put in on the counter - it won't stop licking until every atom is gone. Then a little household cleaner can get the dried spit off.
