Why Does my (animated) avatar only playback when I'm viewing my public Profile Face?

A while ago there were heaps of animated avatars, and the page loading speeds began to drop. The admin of the site decided that the page loading speeds would increase if they made the animated avatars restricted to being animated only on the public profile page.
