    Firstly the dont. Secondly the reason why Sage is the generally accepted norm for a congrats question is because of the ease with which it is possible to level up to the other levels. Reaching sage takes a bit of time and effort, getting higher than sage takes alot of time and effort.

    Some people congratulate for lower levels but it just gets to be too much - every question is congratulating someone for something.
