If a flying carpet is invented someday and someone rides it into restricted airspace, will radar pick it up?

Radar imaging is sensitive enough to pick up birds in the area. A flying carpet would be no problem unless it was covered with radar absorbing or scattering materials.

By the time the FAA got done regulating it, it would have reflectors added to it to provide a signature for airport or air traffic control for collision avoidance.
