Stopped a vehicle for having blue lights on his car. he stated they were purple, they were blue. inside switch to change lights from blue to orange to purple. citation issued for illegal blue lights on his vehicle. did he not read the warning on the box?

Maybe he did but thought he'd never get caught. Maybe he threw away the box like most people. Maybe he was ignorant, and chose to stay so, providing him the opportunity to plead that he didn't know. I know in Cairo about 1 in 5 vehicles have blue lights on them. Seems to be a fad. Only saw one police car in a whole day of driving, so I'm guessing the laws don't exist or no one cares. Maybe he was from Cairo?
