Do you think congrats questions should be solely automated? I mean for levelling, not for babies ect. It would sure stop point grabbing and possible occasions of positive trolling!

In my mind it is all or none - either we allow one form of congratulations with the rest or we disallow all forms. Perhaps instead a special forum that does not allow pointing to be placed either way for these kinds of events is best - this way people can still vie for the attention of having made an accomplishment, but without the points attained. These sorts of things are important to the people who post them, and then there are those of us who desire to say congratulations on ________. So providing a "safe" place to post such things would meet the needs without opening the door for "positive trolling" as you call it.
