I'm bored fairly often. Do I seem mentally deficient? I think that boredom has to do with the way a child was raised. If a child was not raised to endure day-to-day monotony, then as an adult they will be less able to cope with boredom efficiently. The child who is doing something different and kept busy with something different every day is never left to his/her own devices to escape from boredom. However, the child who is left to his or her own devices by his or her parents during periods of monotony will be better equipped to cope with boredom in later years. That's my two cents.

Some mentally deficient people are enthusiasts. (I'm making no elaborate personal claim here)

Sometimes people are bored all the time because they have to much activity in their brain which causes things some people would find interesting, boring to those who are highly intelligent.

I don't think so, unless it's due to the possible factor of not feeling smart enough to get involved in a mental hobby. I'd think that immature or lazy or emotionally immature or unmotivated people would be more likely to be bored.
