I agree with maddock. There is much evidence inferring that George Walker Bush avoided taking his flight physical because sometime in 1972 the military started including routine drug tests in servicemen's annual physical exam, including urinalysis, and examination of the nasal cavities for cocaine. There are a number of witness recollections that indicate Bush was doing cocaine at the time -- Bush himself has not explicitly denied charges of drug use, generally he has hedged -- Magically, files explaining gaps in President Bush's Texas Air National Guard service 'vanished' (it happens quite often that Bush's records disappear) from the military records, released about his service in 1972 and 1973.

In August 1972 George W. Bush misses a mandatory physical in Alabama, and is grounded. In November 1972, Bush returns to Texas, but never reports for Guard duty. He never regains his flight privileges. It was probably because he was sure he wouldn't pass the drug test, or He was too hung-over to get up that morning, or He wanted to be grounded so he wouldn't be sent to Vietnam, or Like Dick Cheney, Bush decided he had other priorities besides serving out his military commitment.
