Why do two different cell phones - with the same service provider - sometimes have different receptions?

It's most likely due to the power/strength of the phone's antenna. One phone may have a better antenna than the other.

Can depend on a few things, first of all the quality of the antenna's, different phones use different antenna's. Second is how old the phone is, the antenna will wear down with time so it may not pick up reception as good as it would when you first bought it. Also depends where your nearest tower is.
