You can buy it in Europe or elsewhere, but it's actually harder to buy them in Europe. As mentioned below, residents from certain countries are ineligible. I would recommend checking http://www.eurail.com for yourself. From Eurail.com's FAQ: 2. Is everyone eligible for buying the Eurail Products? Anyone is eligible to purchase a Eurail Pass or a Eurailticket, except residents from the countries of Europe, the Russian Federation, Turkey, Morocco, Algeria, or Tunisia. 3. Can the Eurail Products be purchased in Europe? Since the Eurail products are intended for non-European residents, it is difficult to find an outlet to buy these passes in Europe. Most Eurail Aid offices sell them, but at a 20% higher rate than back home. Therefore, we strongly recommend you to buy your Eurail Products from one of our Agents or from this website."

I've always been told that Eurail passes could only be purchased outside of Europe.. But according to www.eurail.com "Buying a Eurail Pass within Europe We recommend you to always buy your Eurail Pass prior to your departure to Europe. However, if you did not have time to do so, it is possible to buy a Eurail Pass in Europe at a limited number of Eurail Aid Offices, which you can find in the list below. Prices in Europe are about 20% higher than outside Europe or online. Please note, that not all Eurail Regional Passes and Eurail National Passes can be bought in Europe (for detailed information see our section on Eurail Regional Passes and Eurail National Passes). "
