Does he have tinted windows? Or can you see what is in his lap?

We actually had a bulletin issued by our local's about 12-15 years ago. Stated if you are being pulled over you may proceed at a slow rate of speed to a public/well lit parking spot(if at night) and only crack your windows. If the officer asks you to exit your vehicle you may request another officer to arrive at the scene before doing so. This was the result of 3 boys being abducted (2 murdered and one escaping) by a man with a detective badge. Later found out after he was caught, He abducted my friend out of a grocery parking lot, in an unmarked police car bought at auction, with a badge he obtained over the internet. Not only was this very bad on the public putting fear in them, but twice as bad on the officers for not being able to truly secure a situation.
