I have a dynamic site where the pages are accessed through URL arguments (i.e. blah.php?id=69). Will search engines index this type of URL?

Yes. Most search engines index the rendered page. In other words, if you can see and access it in a browser, most search engines will be able to index it. Password-protected sites may be more problematic.

Most of the search engines do crawl dynamic sites and the depth level of their crawling is determined by the importance of the site. Since recent times it has been found that if you have an "id" variable in your arguments than specifically google won't crawl it. So care should be taken not to use id variable in your argument.
