What results are you quoting that are 99.99% accurate? DNA tests are used for a number of purposes (paternity tests, rape investigations, scene-of-crime tests). For some such purposes, given a large sample of good quality, and when the tests are properly conducted, the tests are very accurate indeed. But that sentence contained a lot of qualifiers. Any test claim of 99.99% accuracy must have implicit in it "provided the tests are performed without error". Human error can much up any test. Similarly, scene-of crime tests with small samples which might have been comtaminated are much more prone to error than tests using samples taken by qualified staff using sterile equipment.
