It's due to the irregular rotation of the earth around the sun every four years.

because there are really almost 365 1/4 days in one year...therefore every 4 years (years that are divisible by 4) we make up for the lost 1/4 day..the almost part is corrected by not doing it once in 100 years...on years that end in 00..like 2000

Because the Earth actually takes 365 1/4 days to revolve around the sun. So we use a leap year to get back in synch.
