Good Q. There are many ways to build a community. I have listed some below. Good Luck. 1. Provide a service that keeps your visitors coming back. This may include free HOSTED services such as Hit Counters or Guestbooks. (You don't need programming experience for this, simply look for REMOTELY HOSTED SCRIPTS in google or something.) 2. Allow for easy search and navigation. It has been proven that if first time visitors cannot quickly get to where they want to go, they will not come back!. For example, Have a top navigation menu, and a bottom menu at the same time, Just incase. 3. Add your site/forum/community to popular search engines. To add your site to google, use; http://www.google.com/addurl.html . Also try Yahoo! and if possible, DmOZ directory, which generates ALOT of hits if you are added. http://www.dmoz.com/add.html. 4. If push comes to shove, Make one or two "fake" accounts and post, post, post! ;) Might sound immoral or bad but if visitors see action, they are likely to participate.. Good Luck with everything!

I think it would only be immoral or bad, depending on what type of forum it is. What if is was on a support forum with people that were truly trying to self-help? I have seen this recently- the chumming for responses stems from claiming to be codep to suicide threats. To troll on that kind of site seems really creepy to me.
