That wouldn't make much sense. Most IPs are dynamically assigned which means the person intended to be blocked would likely not be blocked anymore after they started accessing answerbag from another IP and some other innocent person who was assigned that IP wouldn't be able to access their favorite site anymore...

I am on dial-up. My IP is dynamic. If you don't see the problem, then just walk away and don't come back until you figure it out.
