My dad used to swear by mixing in some Ivory dish soap (a couple table spoons) in spray bottle with water and spray down the plants with the mixture.

You can use high-pressure water spray and wash off the pests to control their population. A natural pest control that won't harm you. Add 2 tablespoons of Dr. Bronner's peppermint soap to 1 gallon of water and spray the bottom side of plant leaves.

Before it got banned in this country (Scotland), you used to be able to buy nicotine impregnated paper strips, which you bundled up and let smoulder overnight. This is only good for greenhouse use obviously. Pyrethrum soap is also good, and it just washes off. Only thing is, that it's quite sticky, and dead insects will stick to it and make your chillies look bad.
