thanks to the neo-conservatives who got Clinton partially impeached deeming our courts useless. Clintons affair is all that matters. who cares that bush has completely liquidated all the surplus Clinton created during his 8 years. Bush will never be impeached since he and his cronies own the courts, which was more than evident when he became president. its a sad sight to see when a good president gets treated as clinton did and a bad one is allowed to do whatever he pleases without any punishment.

To answer your question more broadly, research has shown that people tend to filter their political memories through their political biases. Hence, all Good Things that happen during an administration of people's political persuasion MUST be due to the wise and clever leadership of that administration, while all Bad Things are either forgotten or were out of the control of the Good People. Similarly, when the Bad People control the government, than all the Bad Things that happened must be their fault and all the Good Things that happened occurred despite their policies. For example, I don't believe that Clinton's policies were a large factor in the economic boom of the 1990s. Expansion of overseas economies, growth of new technologies and low interest rates (largely brought about to save the banking industry from its own excesses) were far more important. To Clinton's credit, he took advantage of the boom to get the US government's financial house in order (quickly reversed by the Bush 43 administration...:-P...) and it can be argued that by doing so he helped keep interest rates low. But that's more of an indirect effect. Of course, where policy decisions have easily discernible direct consequences (e.g. Bush orders invasion of Iraq, chaos and death ensue) one can and should remember those actions and consequences. But a great deal of what goes on in the world happens regardless of what our political leaders do.

His foreign policy was exceptional. He was president during a very productive part of American History, but it's been tainted by America's constant hunger for scandal. Unfortunately, nothing's sacred when you're Commander in Chief. Also unfortunately, that rule doesn't seem to apply with the Bush administration.

That is what some people chose to remember because they have nothing else against him. But Clinton shall be remembered as man a who brought peace and stability to the world, a capable leader and a warm human being. Bill Clinton has made a legacy that by far encompasses many other American Presidents.
