1) Nothing. It was never said that you needed some qualification to answer them. So just answer a question if you feel you can say something about it. Think just twice about it before you say something, because it could be false. False answers are sometimes unhelpful, and sometimes even harmful. 2) Of course, it can be very nice if an expert on a particular subject answers a question. However, an expert will not always be able to explain the issue for the general audience which is reading their answers. And an expert will mostly just present the accepted theory about a subject, not alternative, even foolish ideas, which could however also be of interest. Some people without formation on the subject could possibly contribute those interesting new ideas. 3) Here is an example of what people think qualify them to answer questions: "What qualifies Generous Giving to teach on giving? Our teachings (including our answers to your questions and our stewardship Bible study notes) are not infallible, but they are well-grounded. Because we are sinful human beings, we certainly do not have the absolute authority that the Bible has (2 Timothy 3:16). And because we are a para-church organization, we do not have even the qualified authority that the institutional church has (1 Timothy 5:17). However, while you should not accept our teachings uncritically, you can have considerable confidence in them, for a number of reasons." Source and further information: http://www.generousgiving.org/page.asp?sec=1&page=44#110 Of course, this is their meaning, and it is good that they expose it, because you can read this, and then accept or reject this. 4) We are all very different people, with very different background. So some will be more qualified to answer some of these questions, other to answer other questions. If you are asking a particular question, you could wish some requirements for the qualification of the people answering your questions. (But you cannot stop people without those requirements from answering). And by some particular answers, you could ask the answerer what qualify them to give this answer. 5) Many things could qualify us: - education, study, degrees - function - experience - having been there - having lived at that time - know that language - some common sense - an inquiring spirit - not being biased (because we never heard about it before) and many more...
