Say Vso was 100 knots for a particular aircraft. You are at serious stall risk if you allowed the airspeed to drop to 92 knots. At this point, alarms would be sounding in the cockpit. Vref: Normally defined as the reference landing approach speed, calculated to be about 1.3 times Vso plus about .5 of the wind gust speed in addition to the average wind speed. Vref is mathematically calculated by knowing Vso for the aircraft as well as the weather conditions during approach. The exact Vso speed for each aircraft varies, as well as the true Vso number if the aircraft is not operating at maximum capacity.
