Don't pull punches. When the strong (rightful conquerer) fails to deliver killing blows in a fight because they feel the opponent is unable to properly compete, then the strong become weaker than the weak and is liable to lose the battle they should rightfully have won through their greater strength.

Pity is deemed a weakness by those who consider themselves 'strong'. This statement is very hateful I think.

This refers to the upside down nature civilized society has evolved into. There are those who claim to aid the powerless and pass laws which strip power from the strong. When the weak are protected the strong become powerless and all perish as a result. This statement teaches that to respect the weak or to show needless pity weakens everyone and thus ultimately helps no one. It is a recognition that the strong possess the tools to rule the weak and for the good of all must rightfully do so.
