To reduce the viewable area of a picture, use a programs such as Paint Shop Pro, Photoshop, GIMP, or even M$ Paint. Either shrink it or crop it (remove blank areas in the picture) To reduce the file size, you can compress it either in a compressed file or using a JPEG compression utility for example. More of these compression technologies are lossful though.

If you have Office 2003 installed you can also modify picture dimensions (resize) or crop in Microsoft Office Picture Manager.

There's a microsoft office power toy "Image Resizer" that can resize pictures for you right through explorer. http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

there is a little program out there that is called resizer.exe google it...very tiny program easy to use.
