Because the pressure gets lower! The same as why there is more water at lower depths, PRESSURE!

It's still 21% of the atmosphere at high elevation -- but the pressure is lower because there's less weight of air above it. At lower pressure there are fewer molecules in every liter than at normal atmospheric pressure. At sea level the partial pressure of oxygen is 21% of 760 Torr (1 atmosphere) or about 160 Torr. At elevation it's lower. Any animal that breathes oxygen needs some minimum partial pressure to stay alive.
