It seems that I give out so many points out here. This got me thinking, is there a limit where I can only give so many positive points?

There is a limit in terms of giving out so many positive points. On a 1 week period, you can give a user 25 positive ratings. Not by points, but how many positive ratings that you give. There is no positive point limit for the day, (unless you max out on every single user), but there is a limitation on negative ratings per day. Basically, the higher the level, the more negative ratings you can give.
