Foxes eat chickens because they don't have a concept of property, can't read 'keep out' signs and because farmers do not secure their Chickens properly.
Animals become 'vermin' because they do things humans don't like, because humans are too dumb to realise that their actions encourage so called 'vermin, as in the case of farmers who do not secure their Chicken coops.
If you kill a Fox, you open up its former territory to another Fox, creating an ongoing problem.
A farmer whose Chickens are eaten by Foxes is either unlucky (if they are properly secured), or a dummy who should stop blaming Foxes for taking advantage of his foolishness.
