If a restaurant fails to get your signature on a receipt after using your credit card and you call the credit card company and lie saying that you didn't use your card there..does this fall under credit card fraud or is it just being dishonest?

Dishonest AND fraud. They may also have cameras of the transaction, dodgy just to save a little cash.

It would start as being just dishonest. But if the restaurant could proove it was you who used the card (cctv for example) then it would be fraud and you would be in ALOT of trouble! My advice, if you can afford to pay the bill go somewhere cheaper.
