As the other poster stated, they are used by diplomatic personnel. Ontario uses the white on red license plates to identify the following groups: - CDx-series: diplomats (e.g., CDA 123). - XOR or XTx-series: embassy staff. - CCx-series: consular corps. Some of the normal blue on white licenses also have special political codes, such as SEN (Senator), MPP (Member of Provincial Parliament), and MHC (Member of the House of Commons)..
