To take your numbers today as an example: 13 = the number of times you have submitted flagged questions or answers to the staff for moderating. 30 = the number of points you have gained from SUCCESSFUL flags so far. Sometimes you submit and they don't get around to looking at them for days or even a week. 38% = the percentage of successful to unsuccessful flags you have gotten. This number is in real time. As soon as you flag something the number will change. It is just the act of flagging that will affect it. If you go on a rampage and flag 30 things, you will see that number plummet. But as soon as the staff starts going through them and accepting them, the number will rise back up till it's accurate with your points again.
