On most (patrolled) beaches, yes. There are normally signs indicating safe swimming areas, whether glass bottles can be taken onto the beach, dogs, etc. At the least you could be asked either to cover up or leave, and possibly get a fine. You could be arrested depending on the way the law was introduced.

Yes. you can be arrested for exposure of person. why would you do this anyway? keep your clothes on until you reach the right beach. the children will thank you for it.

It depends on the definition of indecent exposure. Under Texas state law, only the display of genitals counts. Women are free to go topless anywhere in public.

In the UK it is not actually illegal to be naked in public unless you are causing "Alarm. Harassment or Distress" (Public Order Act 1986) so it really depends who else is there. There are many beaches (usually fairly remote) which are not officially naturist but used by naturists but there are people who visit these beaches with the intention of being alarmed, harassed or distressed and report naturists to the police.
