Yes, a clogged converter can cause a rough idle, and lack of power. The clogged converter causes excessive backpressure in the exhaust. When there is too much backpressure the engine cannot push out all of the exhaust from the combustion process, which in turn causes leftover exhaust in the cylinder. When there is leftover exhaust in the cylinder the engine draws in less fresh air. When the amount of air drawn into the engine is reduced it reduces the power potential of the engine. I have repaired cars that would not go above 5mph due to a clogged catalytic converter.

When a catalytic coverter goes bad, it will emit a very recognizable smell. rough idling and bad performance are also signs of a bad catalytic converter.
