Traffic accident question: road is blocked, police are on the scene and will be for a while. is it better for just the blue lights or do the orange traffic cones add a measure of safety for all concerned?

When my friend Paul's dad crashed into a tree that a storm had blown down, blocking the road, the police at the scene had put a flashing blue light on it. So I would say put as much equipment in place as you can and that still won't stop somebody from ignoring it all.
