Can someone explain to me why Trotter hasn't played a game since signing with the Tampa Bay Bucks?

Since I am a Bucs fan and try to watch as many games I can, my only plausible answer that he hasn't made it up the depth charts yet since he is a new addition to the team. I'm sure as the season advances he'll see his fair share of play time due to inevitable injuries. I don't understand either, I guess Gruden is easing him into the team's defensive scheme of things.
