Elementary school was a priority for its critical role in forming early learning, and high school was a priority for getting good figures on college prep and college participation after HS graduation. As the informed people in the public became aware of this situation the solution was to scrap the words "junior high" and replace with "middle school". This vernacular change occurred mostly between the late 1970s and early 1980s.
