I suspect that they gave Move On the discount because the ad was controversial. Because of this they sold more papers (and made money) and got tons of free publicity (that all the money in the world couldn't buy). They are free to hand out discounts at their discretion, and are not obligated to give them if they don't choose to. The sword cuts both ways, and the negative feed back might com back to haunt them.

Because the New York Times realize that the society is fed up with the war and know that circulation will go up for people lean towards these views.Also it sells more papers.They have the right to give a discount or refuse a discount.
