You could use a magnetic field to induce current in your line which would run parallel to the primary line. Look up induction for more details. Remember that electricity is dangerous, all stunts on answerbag involving electricty are described by answerbag professionals and should not be attempted at home or by amateurs.

In other word you are asking how to steal electric power from the cable. Don't try to argue differently. By taking the electricity without paying for it, you would be stealing. There is no other word for it. You would be taking something that is not given to you nor have you paid for. Therefore, you have no right to it. If you get caught doing this, you could face some very hefty fines to pay for the electricity that you stole and you could face jail time. This, of course, assumes that you survive your attempt to steal the power. Working around high voltage lines can be very dangerous. The power companies usually turn off the power to the lines before sending men up to work on them because it is too dangerous for them to work around the lines while they are carrying power. So, not only could you face legal problem from attempting this, but you could also face the fate indicated by Roger Kovaciny's answer.
