It could be a lot of things. You could rewrite the Constitution and get rid of that pesky "No cruel and unusual punishment" part, but I wouldn't hold my breath on that one. One could also justify the idea of deportation, but then they're just bad apples in someone else's kitchen. The best thing (probably) is trulu subscribing to the idea of imprisonment as rehabilitation. If we are forcing criminal offenders to spend time away from society and we are spending so much damn $ in the process, why don't we actually try to fix the problem instead of sweeping it under the rug and waiting for it to rob some other liquor store when it gets out? There are also numerous societal concerns, such as poverty and sociological inequity, but good luck fixing those. We can fix certain laws, though. Most drug offenders have no business being in jail other than having health and dependence issues.
