Haha, no offense, but there are some women that I would hope would have the decency to do neither. *shudders* As for a female point of view, I think it would be more awkward to wear a shirt and no pants, then wear pants and no shirt. So if I was forced of one way, may it be topless.

Actually I prefer to see a woman in a very tastefully cut bikini or other swimsuit and a little something left to the imagination, but, out of the two choices, I pick topless.

neither. gross. your assuming every girl that would go to the pool is sexy. quite the contrary. for every fine girls theres about 5 nasties. the odds are stacked against ya. its not worth it.
