How much does the front cover of a book affect if you will buy the book or borrow it from the library?

Not a great deal. I prefer to read the blurb on the back to see if it is the type of book I would like.

It may catch my eye and attract me at first but I like to read the inside jacket cover before I will decide to purchase or borrow a book.

It doesn't. I'm a cheapskate, so I borrow from the library first. If I really like it and decide I'd really like to own it, then I'll try to find a way to buy it at a discount.
