For someone who is chemically sensitive, has allergies or asthma, or doesn't smoke, sure it is! I would guess that smokers would be desensitized, so it may not affect them in that way. (Good luck getting the damned smell out of that shirt.) ;-)

Yes it is normal for some. Normally the smell of smoke doesn't bother me but when I'm pregnant I could just rip a new one to anybody that comes near me stinking like the stuff (with my super stong sense of smell and constant nausea, it's very bothering).
